To Fill In or To Fill Out?

When dealing with forms, is “to fill in” more grammatically correct than “to fill out” or vice versa?

This isn’t exactly a big deal, but it’s something that plays on my mind when I’m wording any text I display above a form.

What do you normally use (if any)?

I go with fill out because that is the more common wording, in my experience, so it sounds natural to me. But, fill in makes sense and works, as well. Flip a coin.

Funnily enough fill in sounds more natural to me. Maybe it all depends on where you are in the world.
